Fine-point permanent marker, the standard tool for blacking out text
The plain felt-tip marker sold everywhere. It bleeds through thin newsprint, a defect for most jobs and the entire point for blackout poems and redaction work. A new one runs wet and blunt until it has been broken in on scrap paper.
